Question on importing/identifying re ip blocks

If I'm importing/identifying a big list of sites...if my current ip/proxy is on some spam list of any sort...spamhaus,cloudflare,whatever else sites are using these days and sharing on the cloud etc...

Where I would be blocked from manually accessing the site in my browser, or via any sort of tool...

Will SER still be able to import and identify them based on the background source code or will I be getting a lot of false fails and missing otherwise good targets because of this issue until I switch out to new ip/proxies?

I've gone to a few websites where I was given various 'your blocked' messages in my browser, and I've seen in ser logs where I was blocked from commenting on wordpress.com subdomains which they seem to share data on in the backend for all sites...

That's what made me wonder this.

    If they block you, then with a generic site/script and then SER will not see the underlying platform code.

    thanks, so that means i need to swap out to new ip/proxies before being able to properly import/identify new links?
