what does mean by "Skipy Spammy Submission States"

Guys can you pls tell me whats is the perfect meaning of this sentense  "Skipy Spammy Submission States" .
 

i am using the 20 Shared Proxy and only 1 project is on going so why this msg appeared?

Also how can i set the Verified Link Checking time ..i dont want GSA chk it very often..i just want it to chk after evry 6 hour ..

    skipping spammy submission step << because project option "Put URL to places where it is clearly seen as SPAM (e.g. forum posts)." is turned off.
