For Tier 1 You want good-quality, non-spammy links only. Do Follow and contextual links are the best way to do this. On the options tab, you can set GSA SER to build only a set number of links per day and then pause until the next day. You can also select a filter only to build links from a specific language or country)
For Tier 2 Tier 2 does not have to be spammy, either. You can use the same filters as Tier 1 but are a little less strict on the filters under the options tab.

Instead of just a bunch of keywords for anchor text, maybe you can try generating proper anchor text variations for GSA SER related to what you promote - this blog post will walk you through the steps of achieving that.
