after update to 18.4 list site not load.

    v18.06 is the latest version if you check for updates - you should give it a try.

    I was using older version from last month BUT now I have to update it as I thought everything should be fixed. 

    Now the problem is, my Verified List is not being written by GSA SER. 

    Anybody else this issue?

    You mean nothing is added to the verified list? Please show some setting screenshots then.
