Testing new targets from identified list specifically/only, cant figure out proper settings?

I have multiple projects setup to test newly identified link targets. One for main contextual platforms, one for blog comments/gb, etc...

I'm getting 'important messages' that ser has 'No targets to post to (no search engines chosen, no url extraction chosen, no scheduled posting)'

And this is happening really quickly...and those noted reasons are valid as I purposefully have none of them selected, as I'm just trying to specifically and only register/submit/verify my newly imported list of identified targets.

In the options tab for each project i have the 'use urls from global site lists if enabled' box checked...and then i have the 'identified' box checked.

What am i misunderstanding here?

And its not a lack of targets i have literally millions of identified targets across all the engines/platforms that im working with.
