Keyword settings to target all websites in a country?

1- What settings are required to target all websites in a country? If I leave the keyword field blank, it doesn’t start.

2- Which captchas from the list work well and are free (not paid)?

1. It will not work without keywords...you can try using generic keywords being present on every site or just use keywords being present on contact forms.
