When it says "Sometimes" for dofollow links

Hi,

I chose to avoid posting links on engines that don't provide dofollow links for sure, but I am wondering if I should integrate those that say "sometimes". It's for my Tier 1, what do you think I should do?

Do you know if "sometimes" means more than 50% dofollow on average, or less?

Also, how the engine decides which link will be a dofollow and which will be a nofollow, is that a random decision from the site we post on? why don't we know for sure if links are dofollow or nofollow on a given platform, it should be public information, no?
