Constantly updating blacklists despite settings

I had task manager open for something else and noticed that gsa is maxing out my network just from updating the blacklists...none of my projects are set to active so there's no extra pull from that.
And I checked my settings and its set to 1440 minutes for the update interval and the box is checked on that. But it just keeps constantly cycling thru and updating them all seemingly on the fly in real time, vs just checking and updating everything in one shot once a day.
It is NOT maxing out the cpu though, not even close.
