How do you create subprojects?

I would like to make the submitted link(Verified) in Project-A automatically submit the submitted link to the comment site in Project-B.

    Create a Project A , Then create right click on project, Then select modify, then Duplicate, than add a tier project. Then in that tier project their are options on how the project will behave [Edit Tier Filter Options]
