After a few days of research, these are the tools that I think can be useful to me, although I still have some doubts.

Background. I have around 10 websites that I want to boost (moz DA, from 0 to 35), mainly for low/medium competition niches +i need to promote my local SEO for one of the websites/business + boost parasite seo for low competition words related to local SEO.

 I am going to carry out drip-type campaigns, with quality links, with OBL<60/70. From 2 to 10 links/day/web

A- I have decided

A-1 buy GSA SER
A-2 buy GSA captcha breaker
A-3 Gsaserlist+Serlib 2.0 addon
A-4 Use my own new domains to create catch-all emails
A-5 Initially use my pc (16 RAM //11th Gen Intel(R) Core(TM) i7-11700 @ 2.50GHz 2.50) GHz

B. Doubts

B-1 previously used to work with Longtailpro for keyword research. Can GSA keyword research be a good alternative?
B-2 What proxy provider do you recommend? IPv4? IPv6?
B-3 how should I complete GSA captcha breaker. An additional software, a service?
B4 – I plan to use Chatgpt to create content. Do I need GSA content generator?

GSA Keyword Research is a much undervalued gem. Not only the keyword research itself but also the article builder. Keep in mind that you need a 3rd party API for data. For English keywords, keywords everyone is fine and pretty cheap.

For submission only (not scraping), reproxy.network IPv4 and webshare.io are fine.

Try Capv2v3 (https://forum.gsa-online.de/discussion/33131/capv2v3-free-recaptcha-solver) for ReCaptchas or Xevil. This requires IPv6 proxies. reproxy.network is working well.

That PC will be just fine probably longer than you think

In today's world, probably would be smart to be using some sort of  VPN no matter what your doing. Security or lack off is a big issue.

Maybe you can find a license cheap if you don't have one on digital license reseller site that does games and related stuff

As I understand, Sven  made it easier to install recently. If not Capv2v3, then you probably should use another add-on like Xevil as solving via API (external service via  server solving captchas) may be more expensive as you par per solve. But you can do that, also.

You can use GSA Keyword research for manual article creation (on your money site), not for automatic articles through a spinner / OpenAI API.

Be careful when comparing proxy offers. reproxy.network is offering 50 threads at $5. This is differet from 50 proxies which allow you to run up to 10x threads.
Another provider I used in the past was newipnow.com. Check their offerings, there used to be a 50 % bonus (buy 10, get 15).

Or maybe 1 vs 2 vs 3 simultaineous instances to run?

There was a point you needed to buy the "whole package" but today you can just buy Xevil standalone and for that it's seperate thing Xauth to authorize instead of needing Xrummer too, which is a seperate program with a seperate scraper.

Try having look here if wanting more info, I believe version 5 is like 67$ and then theres version 6 but its more, kinda still in beta (not clear)

I believe 2captcha as 3rd party solver is good, as begginer even funding 10 bucks may last a good amount of time. That's at 1$ for a 1000 or you can up to 3.99 to get 100 percent solves js types and it has 3 people trying to solve so you get quicker more reliable solve but at higher cost. Plus, they have very good documentation for users and developers.

you're right, I see the price is 69 initial 3 months, and then 10 per month. If i buy that does ik make sense to buy GSA recaptcha?or maybe it's better to use a manual service as complement to XEVIL?

Xevil solves the images and Recaptcha and 2captcha the rest for me right now
