Why Might Active (R) Immediately Go to Active (P)

**OK, it was the tier Field options. The link age didn't meet the criteria and so the project paused even though it wasn't in link-making Active mode.

Turning off link age fixed the issue.

So I see if anything will stop a program from running, as in Pauses it, this will apparently still happen in Re-validate links or other modes.
