Posting Threads per Project in GSA Website Contact

How does GSA determine how to divide up the posting threads when there are multiple projects? Does each project get an equal amount of threads assigned? For example, if the main setting is 200 threads and 5 projects are running, would each project get allocated 40 threads? 

Currently some projects seem to be getting more submissions than others and trying to determine how to best set up 5 unique projects so they all get an equal amount of threads.

    whenever there is a free thread, the first project who needs one gets it. So in that way, the amount of threads are spread equally.

    Thanks for the explanation.

    If we increased the seconds between download and submission or retries on a campaign, it would then get less posts than a campaign with 0 seconds and 0 retries because threads would become available sooner?
