XEvil has always had a $10 monthly fee for as long as I can remember. Sometimes he does deals where you get 1 year subscription added when you upgrade to new beta releases early.
If you want to build links on more sites, then yes, it's worth the upgrade. But you need to pay extra for ipv6 proxies to solve recaptcha and ipv4 proxies to solve hcaptcha. The hcaptcha is being fixed right now as hcaptcha made changes recently so xevil doesn't work on it right now.
