Very Low Send Rate - Please Advise

As you can see from the above, my Sent rate is very low 
How can I improve it?

I am already using private proxies (for scraping, checking and sending) + catchall emails + Xevil. Still not sure why the sent rate is so low and failed rate is so high?

I think u contact form list is no so much. So will sent very low
