exploits, pingback, referrer, & trackbacks

I read that many people don't use exploits, pingback, referrer, & trackbacks anymore due to quality (or only use for T3+) but I have no idea.

Are they good for T3 or above? Or for T2 also?

    If you can scrape the sites from google's index, then they will hold some value in tiered link building. But they need to be do follow, on sites with decent DA and also have low obls to have any effect on passing link juice.
