Private Proxies vs. Rotating Proxies - what is better?

Hi, there are so many different proxies: private proxies, rotating proxies, dedicated proxies, sneaker proxies.... It's a bit confusing for me. What kind of proxies are best for GSA search engine ranker?

rotating proxies are good if you use them for scraping. For submission it is better to have static proxies it looks a bit suspicious to see a different IP suddenly for the same account.
