Does all Verified links goes into Submitted first?

I have a question about the basic functionality of GSA List Writing @Sven

Suppose I am writing both verified and Submitting directories. And there are comment links being built. 

Now, I believe some links go directly into the Verified list and won't appear in the Submitted List. 

Is that true behavior?

Initially, my thinking was that all the links first go into Submitted, and after a while, they get verified and go into the Verified list. 

Please verify

    A verified site will end up in all 3 site lists (identified, submitted and verified). However, if that site was originally imported from e.g. identified, it will not get added there again.
