urls not loading properly while using site lists

There's a bug while using site lists. URLs are not loading properly, threads count becomes a few, and it's like there are no targets and running threads. but when I try to import URLs to the project by using import target URLs -> file -> selecting all those txt files, it works without any problems. I've seen this on my client's side, and it's really troublesome for them as they have to import targets manually.

site list loading is random in what file is used + what position in file it reads from. So yes, it is always a random result when done, but that hasn't changed since this feature was introduced really.
