Low threads running

I've noticed low threads running regardless of what is set inside the Global thread's count. To reproduce this, you may start only one project and see how it goes.
I've noticed this issue even on my clients' side. Will be glad to help regarding this if anything is needed.

since which version did you notice this change (no not again 16.04)?

Since at least 16.14 (May). I wasn’t using SER before that for some years so I don’t know what version it started on.

i have latest version v16.49 and same problem, i added 150 threads from option and is start good then after few min it drop at 15-20 threads, please fix soon as possible, thank you
