How do i save a multi tier template?

I can create a basic single tier project and export as a template which is great...but how do i save a template of a project where i have a tier 2 going to the tier 1 links?

i can only seem to export one tier as a template...dunno how i can create various multi tiered templates?

Thats not possible and will not be possible as you are editing one project only. You can however duplicate a project and add it as a tier via right click ->modify->...
