difference in pause project settings?

is there a difference between pausing a project  when "submissions/verifications for" is set to one days...and submissions/verifications reached in a day?

    yes, the "reached in a day" counts from 00:00 that day, while the other counts -1 day back

    the 00:00 is midnight or what does that mean?

    which option makes more practical sense to use for just building a repeat 20 verified links per day then stopping till the next day?
