Allow posting on same site again

Hello all,

Here's the situation:
I have a 2-Tier project.
Tier-1 builds 10 links to main site.
Tier-2 builds 50 links per Tier-1 newly built links.
For Tier-2, I have already identified 500 unique verified sites using a bigger linklist.

How do I make it so that Tier-2 builds using same 500 verified sites for each newly built Tier-1 Links?
Right now it seems that Tier-2 is continuously searching for unique domains for each Tier-1 instead of posting to same 50 links already verified.

    this option only links Tier1- to Tier-2. What i am trying to do is that if I found lets say 500 unique verified sites as tier 2, each tier 1 built links would have the same 500 T2 backlinks.
