Verified Success List work only 60%

I scraped some links on the first project and then used the verified list on the 2nd project, and here is the report.

Now my questions are:
1. Why is it not success complete link list? Is there any setting problem?
2. How to force SER to retry failed sites again?

    the success rate will never be 100%...there are always errors on captcha processing, server errors and timeouts.
    SER tries to submit again according to your project settings.
