1) Where i can find target url on GSA SER ?
2) Should i put target url on domain that not mine and fill the keywords for my own keywords?
3) If i already research some good backlinks url from ahrefs, how can i implementation it into my tier 1 site?

hmm thats not really hard. Just right click on a project and you see the menu to import the urls.
