Can someone tell me why im getting this notice, and how do i fix it?

I don't know what provider you use and what that system is (catch all or not), but I would suggest you to enable the option:

"Time to wait between two logins" in email accounts tab.

If you're running your own mail server the 'mail_max_userip_connections' value looks like it's something you can configure.
