[FIRSTLOGIN_STEP*] clarification

I take it that the [FIRSTLOGIN_STEP*] sections (noticed in the WPforo engine) will only be followed the first time an engine tries to perform a login, and on subsequent login attempts will fall back to the usual [LOGIN_STEP*] sections? It doesn't seem to be documented in the script manual.
