GSA stops creating links

After a few monthes using GSA, when i create and start new campaing i see this picture: "Loaded XX/XX url's from site lists"
But it doesn't start creating links.

I use purchased databases of verified links. Perhaps there is something wrong with my settings. 
How can i solve this problem?

    If you only see this in the log about loading urls from the site lists, then it usually means that most of the links in there got proceed already (successfully or not).

    If this is a new project, how is it possible? Maybe they were obtained in another project? How then to make it possible to use these references in this project?

    Can you show me right project options, so i can use every url from my site list on every new project?

    just enabling site lists in project options should be enough. Each of your projects will use them and place links there if possible.
    To speed things up, you can also right click on project->import target urls->from site lists->...
