Don't do retries if skipped by settings

Hi @Sven
When defined settings skip one captcha, CB still tries to do its retries. For example, if retries are set to 3 for CB, and I have set to "skip if the success rate is less than 60", It will still check that captcha for 3 times and CB will skip it 3 times.
Would you mind correcting me if I'm wrong?

    just checked the code to make sure...if CB skips a captcha, it is sending that to SER as well and no further retry is done unless you have more than captcha services added.
