Regardless of the industry (although more often in affiliation), a more frequent problem, and the penalty is cleverly done, in GSC there are no notifications, the only thing that decreases the visibility of the website and cuts the site

Urls are supposed to be in the index but they have practically zero visibility in serpents. A domain that gets site 4 is completely ineffective as a target or backend. I have already written about it since February last year, this is how Google flags landing pages (e.g. in affiliation) and back-end in various forms.

And not only pages on cloaking get this penalty, also pages with content written by copy?

Maybe just for the subject of the supplication.

Managed someone out of this site 4 penalty?
