1) You probably have the 'Do not submit same article more than x times' option enabled in your Article Manager. Either disable or increase the value of that or, as the message said, add some new articles to use.

2) You've run out of targets to post to. Feed SER a new list, or if you're using the internal search engines to get target urls, check your proxies aren't banned from searching (Google is very aggressive when it comes to banning proxies). You could also try adjusting your 'Minutes to wait for next post' and 'Minutes to wait for next signup' values in project options.
