No targets to post to (maybe blocked by search engines, no site list enabled, no scheduled posting
How do I solve this?

The usual answer is to feed SER a new list (either scraped by yourself or bought from a list provider) or if you're using the in-built search engines to get targets, check your proxies are working and are not banned from searching
