a tier2 uses the tier1 as main project, a tier 3 the tier2....but I guess thats not what you where asking for!? Please give some more details.

I guess you are referring to exact settings? Sorry, there is no blueprint here. I really can not deliver a SEO strategy here. But usually you will go down on quality form top to bottom tiers.
