Does the link's country matter?

I have always wondered about this, I get a lot of verified links showing from other countries (I'm in USA) does this really matter at all, or should I care about this when ranking pages?

It depends i guess if your website content is targeted to the USA or not . I try to target my country where my visitors are from mostly but its not always possible.
