Hi, what does this setting do, as I'm getting of previously successful messages in log?

This makes sure that you will not get the "already parsed" message. The program tries to submit to sites everytime if it was not successful in the past.

Is it suggested by the power users to enable this one?

Leave it unchecked...same for all options where you are unsure
