    1) Importing URLs to a project makes sure that each of the URLs is processed by the project and submission happening almost in sequence.
    2) Importing URLs to the site list will put them categorized by platform/engine. Meaning the project will not see some of the imported URLs as obviously it will not use all engines. It will also not submit to all of them at once or in sequence but only a random number of the URLs are taken from the site lists and submitted before taking another random amount.

    Thanks for the answer, new question:
    1. The import locations shown in the above two pictures are the publishing resource URLs, not the submitted URLs?
    2.Where can I see the published target resources I imported?

    You see the submitted URLs by right click on project->show urls->...
