What campaign is at the top for a tiered linking structure?

In the GSA Campaign area after creating my first campaign I then want to go ahead and add multiple tiers. Now, which tier is at the top of the triangle in the GSA metric.

Is the first campaign meant to be my "best" site or do I built my first campaign with a lower tier site that I have?

I do understand that the second tier I build is being passed links from verified sites on my first campaign, I just don't get which site is meant to go where? I want to be able to pass the best health+Link Juice to my Money Site....

    the top tier is the money site, followed by tier 1 (url shortener only), tier 2 (usually contextual), tier 3 (profiles), tier 4 (comments) ....

    URL Shorteners will take a long URL and make it a short one. If you open that, it just redirects to your URL.

    It's a kind of buffer site that you link from now on instead of the money site.
