Can't a page have no anchor, but a lower tier does?

Like:

Money Site << Tier 1 [No Anchor] << Tier 2 [Anchor]

Does this somehow break the weight of the T2 anchor?

    The question is that the page has links or not? In theory if a page has no anchor then it has no link either, so why build links to it?

    I thought that it meant just:

    ...or something like that.
