Why are former PBN domains bad to use?

I was wondering what makes these sites bad. This is what most SEO people write on forums and articles.

A lot of times (well, sometimes, at least!), the spammy links have all but disappeared, leaving the original high-power links that inspired someone to make it a PBN in the first place.

But I can see in WayBack Machine that the site was once a PBN.

Why does everyone suggest not re-using such sites?

Should I check in Goog tools to see if it's a site under penalty?

If a domain is NOT being penalized, is it still OK to use, even if it had been a PBN?
