Why GSA is not maximizing the threads that I set?

I set my threads to 800, and I did not use Google to scrape the sites to post to, but using the sitelist I purchase. My CPU most of the time is low usage, but the threads still running at average 300 threads only - http://prntscr.com/pnvbfh

My setting - http://prntscr.com/pnvcmd & http://prntscr.com/pnvczx

I use 100 private proxies

Please help...

    could be CB that just needs time to solve captchas and slowing other threads down...or email verification where only certain tasks can be performed parallel.

    Hi, thanks for the explanation. I am just wondering if there's a way to max out the threads or CPU time? As I have upgraded my VPS hopefully to run on more threads, to create more links per day. Thank you.

    Try importing Identified urls directly into projects (right click > import) and let us know if threads increase.
