why do i keep getting the urgent message of no targets to post to even tho i import using URL LIST?

i right click and press show remianing links and i have a million left, its active and highlighted in red saying

2019-09-26 08:48: No targets to post to (no search engines chosen, no url extraction chosen, no scheduled posting) [first appeared at 2019-09-26 05:15]

i would love to but it seems the project comes to a halt. somtimes i see links adding up being posted but other times its halted.

I think that its because i didnt install serengines? thats what seopowerlists told me.....
