Is the tag supported in GSA Website Contact?
Before I purchase this powerful tool. I want to know if this feature is supported.

I want to include in my email message the address and URL from my CSV file.

like hi, i can rank your URL {urltag} as a plumber in {addresstag} in the first page of Google search result.

is this possible?

yes it is, but instead of {|}  (spin syntax which is also supported) you need to use macros as %csv_column%. See details here:
