and also please tell me what is the difference your Proxy Scraper and GSA SEO indexer scrape proxies 

because in GSA SEO indexer have Scrape Proxies option

There is no real API, just a method for SER to submit URLs to that program over sendmessage. If you are interested in that, then I might be able to provide details.

The proxys craper inside SEO Indexer is in no way as advanced as GSA Proxy Scraper. It offers a lot more sources, tools and finds proxies way faster and can monitor these better. Just try the demo version.
