blank characters for anchor text

help  , gsa submit my anchor text as ______________  in most blog comment and forum  , my anchor txt in arabic language , also article  and forum comment somtimes submitted as ----- ----- ----- --  what is the solution?

    no solution at all I guess as some sites simply do not accept utf8 as encoding and only take latin chars.
