Importing & Submitting Only When URLS Empty

Under the Scheduler - there is an option to import URLS from file.

I'm trying to use this to reduce project sizes (since when I import 500k urls into a project it takes a while to edit or do anything on it because URLS need to render.)

Is there a way to have it only import URLS from file when current URL list is empty? 
OR have it run only when the URL list is empty? (this way it doesn't keep checking if there are new URLS when they haven't been added)

    that check is really fast and not really taking much resources.

    What I'm trying to do is keep the projects lite and only import urls from a file when it needs more. Currently it's importing all 750k and then every time I need to edit or pause the project it gets stuck on 'rendering' for a while.
