What macro to use for the link in the article uses the title (h1) of the site on which it points as anchor? (T2> T1)

I would like to use the titles <h1> of my tier1 as anchor for the links of my tier 2. But also the <h1> of my tier2 as anchor for the links of my tier3.
tier1 <h1> -> tier2 anchor = <h1 tier1> -> tier3 anchor = <h1 tier2>
It seems logical to link an article by its title, maybe by accepting a variation ... as for LSI for example. If the option exists I have not found it.
