Wait time until next submission - custom engine editing

Hi,
I am playing with custom engines, but have problem as SER tries to submit too many times to specific engine/url instead of submitting once per url and wait for verification.
Is there an option in engine.ini responsible for that behavior ?

    is that the same url ?

    Hm url is not speicified in submited, verified or identified lists... It just an engine that creates account. I have specified url in .ini:
    fixed url=http://www.domain.com

    so it should only create new accounts if its under your limit in scheduled settings.
