Problem with scheduler

I have 50 projects in SER and I use scheduler. Each project has selected option 'pause after xxx verified links'. There are 4 projects running at the same time. Why scheduler doesn't skip project which are 'Active (P)'? It's a waste of time..... Maybe there is such option but I do not see it. Thank for your answer
