I load the 1 URL from clipboard and start gsa and i get this error

It loads that URL, see it was successful or tried to submit there and skips further posts.
What do you have in project options->scheduled posting?

why 0 accounts per site?

What is an example ratio for the settings

well it should be at least 1 to actually create new accounts. That "per URL" will multiply things with the number of urls per project.

can you try to delete unused accounts + history (right click on project->modify->...)

Set "Maximum Account Per site " 5000
and "Maximum Post per site " 10000
than it will work!
