Not importing all my keywords

How many keywords can I import into my project? I have a popular list of 100k searched keywords. I try to import this, it will say around 990k imported. BUT when I click on the "item count" I get less and it seems random, sometimes 3k sometimes 5k. 

Should it behave this way? I think there are some non ascii chars in this list, for foreign words, can that screw up the import. At any rate should I be able to import 100k list. Is there a limit to this field?

It's deduping upon import from my experience.
