Are the forum comments responses to already started threads, or are they new threads, or both?!

I am unsure about exactly how the forum comments section of GSA-SER functions.

Does GSA-SER start a new thread on the forum site?

Or, is the default to post on the forum, adding a comment to a random thread already posted there?

Or neither? lol
